The political body of the National Coalition for the revolutionary and opposition forces renewed its attitude refusing to engage the Democratic Union Party led by Saleh Muslim in the negotiating body. Oukab Yahya, a member of the political body said that Brussel meetings with the coordinating body did not change the coalition obvious attitude refusing to engage the Democratic Union Party in the delegation of the supreme body for negotiations.
He asserted that the coordination body (the internal opposition participating in the negotiation body) share the same opinion about excluding the separatist Kurdish party. However, the Kurdish "Autonomy" continues its efforts militarily and politically away from the troubled negotiations to consolidate its presence on the ground as an independent entity driven by American, Russian, and European support which exceeded the political support to enter the direct military support.
Imposing Federalism on the Ground
While the world is busy talking about the political solution and its dead end prospects, "Syrian Democratic Forces", backed up by international air cover, continue advancing in the vicinity of Manbij in order to control the strategic city and impose a fait accompli on the ground.
The Kurdish administration doesn't hide its intention in annexing Manbij to its "Federalism" as Hadia Yusuf, Co-Chair of the Constituent Assembly for the Federal system "Rojava" said that the federal union is trying to annex the region of Manbij to the planned entity after liberating it from ISIS, stressing that its administration conducted promising talks in this regard with the city's local council. While an official in the local council of the city of Manbij said that they are expecting to be introduced to the federal system, but at the same time they are not authorized to make a decision. He added that making a decision in such issues is the responsibility of the enlarged council which will be formed later on.
Kurdish forces have imposed, in cooperation with some Arab tribal forces, their control of three areas which are under autonomy and formed the federalism of "Rojava" or west of Kurdistan which are Al-Jazeera, Ayn Al-Arab (Kobani) and Afrin.
"American, Russian, European" Support
"Rojava" project is not based on a vacuum and is no longer a dream as it was for centuries as some influential countries in the Syrian file described it as a possible solution to get out, at least partially, from the dilemma, so it was publicly backed by America on the political and military levels as it has been promoting for Saleh Muslim as an opponent and an essential partner in an any proposed solution in addition to being the first state who had opened an unofficial representation of the federal union, while on the ground contributes to providing weapons, equipment and logistic support to the Kurdish forces.
United States has found in "Syrian Democratic Forces" the most solid and useful partner in fighting "terrorism" so it provided them with trainers and military advisers on the ground along with an air cover that enables them to quickly advance towards "ISIS" territories.
After Europeans long refrainment from any possible military intervention in Syria, and depending only on verbal statements against the crimes of Bashar al-Assad, Syrians were surprised by French and British troops that are working side by side with the Kurdish militants, but quite far from the regime-held areas in what appears as a subscription in the bet on the establishment of a new entity that will be the first rising pieces of the wreckage of ancient Syria.
Announcing the Entity Within Six Months
The political and military actions are accompanied by civil and legal actions that would put the basic building blocks for the scheduled entity till it emerges as a secular, civil and constitutional state from science to constitution.
This was confirmed by Hadia Yusuf who said that her administration addressed the influential countries, Security Council and the international mediator "De Mistura" concerning federalism and explained " we expect accepting this project and we are working on gaining the international, regional, and internal support".
She said that the constitution, which will be known as the "social contract", is nearing completion and any area that wants to join the federal system would have to approve the contract, which includes equal rights for women and ensure joint command for all the administrative bodies and a form of the socialist economy.
Among the pending issues is designing a new flag to be risen beside the Syrian flag and to identify the site of the legislative council which will be known as "Peoples' conference" along with the demarcation of the administrative boundaries of the regions in the new system.
"Within 3 months, we are supposed to finish all the preparations and formulations of the social contract", she added. Once approved by the council which is composed of 151 members, elections are to be held 3 months later. She also said that they haven’t decided yet which elections to be held first, elections of "Peoples' conference" or "regional councils", stressing that "the whole process will take 6 months and probably less".
The supporting countries are keen on federalism to neutralize the regime and the opposition from the file and reduce the action on the ground as much as possible, and this is what they had succeeded to a large extent.
What happened is that the people of the revolution liberated their regions with their blood, then ISIS came and stole everything, then came the western countries, which could not fight the Free Army publicly, and supported the Kurdish forces in reoccupying or liberating the land once again under the pretext of combating terrorism which the Syrian Regime is not producing it in their new perspective. Finally, building on a previous military base which says that land is for who controls it by force, let alone if liberated from "Terrorism".
