Repeating the siege strategy against rebel-held areas, Assad's forces and militias imposed a genocidal blockade against Al Waer district, which is the last stronghold of the rebels in Homs city. The blockade caused a humanitarian crisis as the Syrian regime forces have denied access of aid convoys for three months. Meanwhile, the UN continues its procrastination and turning a blind eye to this disaster. Civilians and activists in the besieged district, as well the local councils in the middle of Syria, raised the alarm, holding the UN responsible for the possible humanitarian disaster because it did not exert the slightest pressure on the Assad's regime to allow relief aid to the district.

In the same context, Al Waer district is suffering from significant shortages of medicine and food, which forced women to make bread using rice flour, noodles and dried beans under suffocating siege imposed by Shiite militias.
A statement issued by the Revolutionary Council of Homs revealed the tragedy in Al Waer, indicating that the district was covered by a truce agreement signed with Assad's regime under the UN supervision. However, the agreement was suspended by the regime three months ago without any justifiable reasons in total absence of any pressure by the UN to release the detainees and re-open public services institutions.
In addition to the blockade, the regime targeted the residential areas in the district with a ground-to-ground missile, killing two women and old man and wounding dozens.
To make it worse, Assad's regime stopped the supply of water and electricity, which threatens the lives of more than 300 renal failure and cardiac patients as well as premature babies who must be kept in incubators, according to the statement.
