Details of the draft agreement on Daraa between Russia and the Opposition Factions

Baladi News Network has got information on the draft agreement between Russia and the opposition factions on the Syrian South, which stated an immediate cease fire to be implemented within few hours from the agreement, in addition to some other terms.

The other terms include:

  • -Handing over the Nasib border crossing to the Russian police under civil administration.
  • -Handing over the heavy weapons of the opposition factions.
  • -The rebels to remain in their homes.
  • -The forces of the regime will not enter the regions included in the agreement.
  • -The governmental organisations to be administrated by the State, under the protection of the revolutionary movements and police stations of the regime
  • -Russian police to be deployed along the contact lines with the regime.
  • -The withdrawal of the regime from the areas it captured recently, and the return of the people of these areas.

With regard to the fighters, those who want to enroll in the military service they have to apply within 6 month to the Russian police. 

Meanwhile, the rest of the terms are still vague, amid expectations that the agreement will not include the entire region of southwestern Syria, but it's likely to include the entire province of Daraa, according to activists, except for the areas controlled by Daesh organisation in southwestern Daraa.

This agreement comes after around 20 days of the beginning of a brutal military campaign launched on the Syrian south by the regime forces backed by Russian air-force and Iranian militias, during which, the opposition factions have lost control on half of the areas they used to control before in the Syrian south.
Moreover, around 300 civilians and 100 opposition fighters have been killed, while more than 300,000 civilians have fled their homes due to the heavy bombardment of Assad's forces and their allies.
