The Autonomous Management led by the Kurdish PYD party warned civilians in Raqqa of the consequences of buying lands and residential real estate from al-Hasakah City Council of the Ministry of Local Administration of Assad's regime government. It also threatened to confiscate any house bought in this way without compensating damaged people amid concerns that the decision could have retroactive effects on others.
The Autonomous Management issued a circular on 25 July claiming the ownership of lands and properties that the City Council sells and indicating that it does not recognize decisions made by this council after 2011.
Mahmoud al-Madi, member of the National Assembly of the Forces of Revolution and Opposition, considered that "the decision legalizes the stealth of private properties," adding that "the decision is not based on legal or constitutional grounds and is issued by a racist militia that perpetrated gross violations to human rights."
It is noteworthy that the " Legislative Council" of the Administration had issued a decision that provides for confiscating the properties of the displaced from the province for several reasons. It was called as "the act of safeguarding and managing the properties of the absentees.
