It seems that both Astana and Geneva meetings are not in line with a solution in Syria. The Americans and Russians agree on dealing with one front and leaving the others according to a strategy that evades the responsibility of implementing the resolution of Astana and Geneva negotiations. Rather, they adopt local agreements totally different from the outcomes of these negotiations. These agreements are concluded with warlords that do not enjoy any political or legal recognition and can be invalidated according to the military and tactical needs until a final solution is reached.
The Americans and Russians have recently signed contradictory agreements that aim at ridding of the "de-escalation" agreement although it first and foremost serves the interests of Assad and Iran.
These agreements include Qalamun, Ghouta, Daraa, and others, all of which place the regime in a better military position.
The current US-Russian action aims at dismembering the de-escalation areas and then moving towards Deir ez-Zour to pursue a focused action that could take a year to control the city. What follows is chasing ISIS militants who will of course escape to Idlib.
Therefore, the final solution that the United States is planning and Russia is implementing on the ground is to grant Deir ez-Zour to the regime, allow Iran to expand in the desert towards Lebanon, and establish a Kurdish entity in the north. As for Daraa, it will be the region separating the Iranian area of influence from Israel. Whereas all the "islands" of factions surrounded by the regime in Qalamun, the desert, Homs countryside, and Ghouta. Idlib could be the only survivor if an effort is spent to prevent the Russian and US plans executed by Iran and the regime.
