The Syrian Network for Human Rights demanded the states sponsoring the agreement of southern Syria to re-include the detainees' cause as a main article in the agreement alongside the ceasefire, and introduce humanitarian aid. It also called upon the guaranteeing states to establish a working group and mechanism to take care of this essential cause and exert pressure on the Syrian parties, and mainly Assad's regime, to start releasing detainees, primarily women and children.
The network said that not including the detainees' cause would thwart the agreement as well as Geneva negotiations, adding that the Russian-American agreement must involve the release of 107 detained and disappeared individuals.
The network indicated that "Russian is a partner in all of these agreements even though it is a primary party in the conflict, and had even aligned itself with the Syrian-Russian alliance, while it is widely irrational to separate Iran from the Syrian regime in the first place."
SNHR also referred to the absence of a neutral mechanism for monitoring breaches and stressed that it would monitor the breaches of this agreement as it had monitored the breaches of previous agreements and then would send reports to the relevant and concerned groups.
